The Town Clerk read the notice: Town of Ashland, Greene County New York- Notice is hereby given: A Public Hearing will be held May 13 th , 2024 to consider a proposed Variance regarding set back in the Town of Ashland. The proposed variance for Mr. & Mrs. Krom on route 23, Tax map # 93.02-1-8 on State Route 23. The Hearing will be scheduled for May 13, 2024 7:30 PM at The Town Hall, 12094 State Route 23, Ashland, New York. All parties will be heard at that time. Motion to grant the Variance of shed replacement 18ft to fence, above ground pool, deck and area within the fenced area and spindles on porch to Matt & Susan Krom made by Councilperson Scott Tuttle, seconded by Councilperson Jeff Gonzalez, motion was; Adopted: 5 Aye Tuttle, Gonzalez Tompkins, Garraghan, and Mattice - Nay 0 – The code Enforcement Officer Bob Myers, asked that they contact him, for the proper building permits. 3] Supervisor Tompkins opening the regular meeting to the comments from the floor. 5] Comments from the floor: Planning Board members asked the Board, if the People could first come to the Town Board for a variance before they come to the planning board with the building request. This would make it easier for the person in the building process. A planning board member stated it is not in writing in our book. The Board and Supervisor will check with the Town Attorney to see if the order of variances can be changed with a letter. Motion by Councilperson James Garraghan, seconded by Councilperson John Mattice to change the order of variances, having them come to the Town board first. Prior to going to the Planning Board, if the Town attorney concurs- motion was; Adopted: 5 Aye Tuttle, Gonzalez, Tompkins, Garraghan, and Mattice - Nay 0 6] Joe Clark- of 115 North Settlement Road, is seeking a variance for his leach field. Mr. Clark brought his engineering plans to the board. He explained the issues with the septic, he needs the footage and the distance, according to the engineering plans. After the discussion, Councilperson Jeff Gonzalez made a motion to schedule a public hearing June 10, 2024 at 7:30pm, seconded by Councilperson James Garraghan, motion was; Adopted:5 Aye Tuttle, Gonzalez Tompkins, Garraghan, and Mattice - Nay 0. 7] Minekill- swim program: The Board discussed the annual event we sponsor each year. The members agreed it is a worth-while event for the children. The Supervisor asked Heather if they needed anything further, she told the board we will need additional aides to watch the smaller children, there are 6 children to one aide. 8] Joseph Stern is applying for a job, the board reviewed his application, and discussed the job we need him for, it will be part-time as needed. The Supervisor let the board members know, the Body of the 2006 truck was rusted out and we have money in the budget for the purchase a body for the truck. It is an aluminum truck body $3,495.00 purchased from Trailers LLC, Cairo, New York. Tax Collector’s transaction report submitted to the board. Dawn sent out the second notices for unpaid tax bills on May 1 st . Executive Secession: At 8:37pm a motion by Councilperson Jeff Gonzalez seconded by Councilperson James Garraghan, to go into executive secession regarding personnel, motion carried, all in favor. Close Executive Secession: At 8:57pm a motion by Councilperson Scott Tuttle, seconded by Councilperson John Mattice to close executive secession, move back to the regular meeting, motion carried, all in favor. Town of Ashland, Greene County, New York Public Notice: Hearing on Joe Clark -TM # 77.04-1-11 at 115 North Settlement Rd., Ashland, NY Public Hearing is for a proposed variance on a septic that only has 10 feet from property line. Proposed project does not meet the Structure Ordinance in the town of Ashland. Notice is hereby given; that the public hearing will be held by Ashland Town Board at 12094 State Route 23, Ashland NY on October 14, 2024 at 7:30pm. Said hearing shall give towns and residents an opportunity to notify the landowner of concerns related to the proposed project. Bonacci of Deer run Road, Town of Ashland, Tap Map# 76.00-2-23. Mr. Bonacci is asking for 30 feet on the Northern boundary and 23 feet on the westerly Boundary. Mr. Bonacci brought his architectural plans to the meeting with his mailings to neighboring property owners, for the Town Clerk. He is looking to build a new house and septic, he has the DEP approved documents- which were reviewed by the board, discussion was regarding the topography and elevation and location of well and footage. 4-5] A motion to close the public hearing at 8:05 pm, start the regular Town Board meeting at by Councilperson Jeff Gonzalez, seconded by Jim Garraghan, motion carried. 7] Comments or Concerns: Supervisor Tompkins asked if there are comments from the floor, there were none. The Town Attorney Tal Rappleyea stated the 5 standards for zoning determination in the process we do not have zoning, but this is in Town Law 267B which has 5 options that could help when considering a variance. Supervisor Tompkins asked the Board their thoughts on the Clark proposed variance at 115 North Settlement Road. Councilman John Mattice asked if they owned the adjacent property next to this property as stated at the prior meeting. Joseph Clark owns it, but Ms. Moloney does not. Supervisor Tompkins said that the object is to move the septic back as far as they can, he said we need exact footage for our variance. The Town Engineer will process the designs and footage. Supervisor Tompkins asked the board what they wanted to do. He asked the Town Clerk to read the Hearing notice for the proposed Variance; TOWN OF ASHLAND Notice is hereby Given: A Public Hearing will be held to consider a proposed variance of 30 feet, in a southern direction for a septic replacement, regarding set back in the Town of Ashland. The proposed variance is for Howard Devennish & Jordan Church,126 North Settlement Road (County Route 19), Town of Ashland. The hearing will be scheduled December 9, 2024, 7:30PM at the Ashland Town Hall, 12094 State Route 23, Ashland, New York 12407. All parties will be heard at that time.     Town of Ashland 12094 State Route 23 Ashland, New York 12407 Town Board Special Meeting December 17, 2024 Attendance: Supervisor Richard E Tompkins Councilperson Scott Tuttle Councilperson James Garraghan Councilperson John Mattice Town Clerk Dawn Thorp Absent: Councilperson Jeff Gonzalez No one was in attendance. 1]Supervisor Tompkins opened the meeting at 7:35pm with the pledge to the American Flag. Patty our cleaner has decided to step down. She has cleaned for us quite a few years. A person has applied. 2] Dolores Brandon – applied for the cleaning of the entire Town Hall and additional fee for the Fire Department, if they want cleaning. After discussion of the board members Councilperson James Garraghan mention Kym & Larissa Langdon is interested, was not aware a new cleaner was needed. A motion by Councilperson Scott Tuttle, seconded by Council person John Mattice to table a cleaner of until others have the option to give us a quote Councilperson Garraghan Jim will contact Kym & Larrissa Langdon- all in favor. 3] Building Inspector Appointment: Don Schoenborn-if he is appointed, he has stated he prefers emails from contractors or people needing his help. He will have set office hours on Thursdays 10am to 12noon. Motion by James Garraghan, seconded by John Mattice for Supervisor Tompkins to go ahead with the purchase of the flag pole at the best price, motion; Adopted: 4 Aye Tuttle- Mattice- Garraghan -Tompkins Nay 0 Absent 1 Gonzalez 6] Ambulance Contract with Prattsville: The Supervisor stated Prattville’s lawyer has an issue with wording. To date we do not have a contract with Prattsville for our Ambulance Service, which means Ashland is paying for their calls. Supervisor Tompkins stated he had a good meeting with Supervisor Cross, so we will see. The board discussed, they do not understand why we are more concerned about coverage for the people in Prattsville than their board. Lexington did not have an issue with the contract and we have a signed contract with them.
