This law is being proposed to comply with subdivision 5 of the General Municipal Law §3-c which expressly authorizes the Town Board to override the tax levy limit by the adoption of a local law approved by vote of at least sixty percent (60%) of the Town Board. At such time and place all persons interested in the subject matter thereof will be heard concerning the same, and other matters should they arise. Copies of the proposed law shall be available at the time of the hearing and shall be available at times prior to and after the hearing at the Town Clerk's Office during normal business hours for the purpose of inspection or procurement by interested persons. In order to adjust the Ambulance District Fund Budget, the Town board has increased revenues in the Appropriated Fund Balance account, and also increased the Appropriation Account for the expense in the amount mentioned above. A motion was made by Garraghan with a seconded by Mattice. All in favor Resolution #52- Deputy Tuttle offered the following resolution and moved its adoption. To authorize the Supervisor to use the sum of $5,628.98 from the Sewer District Fund Unappropriated Fund Balance to balance accounts for 2024 in the Sewer District. In order to adjust the Sewer District Budget, the Town board has increased revenues in the Appropriated Fund Balance account, and also increased the Appropriation Account for the expense in the amount mentioned above. Copies of pictures on her phone, were printed for the board. The board decided to have Board members, the Highway Superintendent, Greene County Soil and Water, Joel Dubois to see what legally can be done. Nancy Partridge also asked if horse crossing signs can be put up, traffic goes thru extremely fast for the horses and riders. She is concerned for their safety. The Town Highway Superintendent will check on this. The town clerk will send the paperwork for the speed signs to the county, to get the process started. Nancy also said her flower bed with Sign, was knocked into during plowing by the town. She stated the dog comes on their lawn and property, is not tied, or confined. They are afraid of this dog. The board agreed she should call Mr. Feml again and the police, if nothing is done contact the board and the board will contact the town attorney. A letter received by the Town and County from NYSDOT approving the speed limit to be established to 40mph from statewide 55mph. The proposed Variance is for a 12-foot x 14 Foot addition for Jeffrey Beatty Tax map # 93.02-1-18 on State Route 23, Town of Ashland. He and Travis were working on it, and enlisted others to figure out what they could do to solve the issues . 11] NYSEG OUTAGE: There were numerous calls to the Supervisor regarding the outage, many young and older people were without power for 2-3 days. People with no refrigeration for food. We are encouraging people to contact the Public Service Commission, make them aware of this long outage, and people affected. Many residents out of power for several days, did not see NYSEG check the roads they resided on. 12] Water Main Extension- Drilling update, and JAT installing three fire Hydrants on the South side of Route 23, each flushing hydrant will be on the North side of route 23. DEP pulled the permit and it is to be reinstated momentarily, but has not happened yet. NYS gave their permit. The cost for the hydrants will be $5950.00 each. 13] ARPA Money from Greene County: The information was sent to the county regarding a veteran Memorial Flag area and a pickle ball court. Edition 8 February, 2008 Edition 9 August 22, 2008 September, 2011 September, 2014 September, 2017 West Settlement Church Project The History of Ashland Farming by Michelle Fancher Early l7th and l8th Century farmers endured very rough pioneer life while adapting to the new environment of the Catskills. Many began their farms alone, clearing land and building their homes by themselves, sending for their families once established. Harnessing oxen and horses for power, they used crude wooden plows to carve out fields for crops, however, much of the land was so rocky that many raised sheep. Many early crops consisted of wheat, corn, oats, and barley. Those crops were all sowed by hand, cultivated with a hoe, hand-cut with a sickle and threshed using a flail. Not until the late 18th century were many machines such as the cradle and scythe, cotton gin and cast iron plow invented to make the farmer's lives easier. It would give us a better policy for the employees, and more options. This was requested in August 2022 paperwork filled out by the Town Clerk and Scott Templeton in August 2022. We have received a copy of a letter to Scott Templeton, for NYS DOT stating the reduction of the speed limit is approved. They need to wait for the forms to be sent to Scott Templeton. 19] GCS&W District- Information on Batavia Kill Restoration at Red Falls. 21] Mine-kill swim program: The Supervisor asked the Board if they wanted to continue the Mine-kill program.
