1-2] Deputy Supervisor Scott Tuttle opened the Town Board Meeting at 7:30PM with the pledge to the American Flag.
3] Comments: Deputy Tuttle asked if there were any comments or concerns, there were none.
4] Black Top Bids Case Road 2025:
Bid Notice:
NOTICE TO BIDDERS; TOWN OF ASHLAND, GREENE COUNTY, NEW YORK, is seeking sealed bids for Blacktop in
place approximately 1500 tons, type 6-12.5mm top, with a maximum rap blend proportion of 9.5 normal maximum size
mixtures is 20.0% by weight of total mixture.  No escalation cost in the bid. The paving will take place on Case Road, from
County Route 19 and leading to County route 10,
1.2 miles.  Milling for all blacktop driveways and intersections.  Driveways will have 12-inch bump outs, width of road 20
feet the town will supply water, traffic control, and any necessary sweeping. 
Work must start after June 23, 2025 and must be completed by September16, 2025. Sealed bids will be marked Blacktop
Bid and be accompanied with a non-collusive bidding certification form section 103d of general municipal law. 
Bids will be accepted until 3:00 PM June 9, 2025 Bids will be opened and read aloud at the Town Board meeting June 9,
2025 – 7:30 PM, at 12094 State Route 23, Ashland, New York, 12407, Bids can also be mailed to:  Town of Ashland, PO
Box 129, Ashland, NY 12407, and must be postmarked before 3:00 PM June 9, 2025. Town of Ashland reserves the
right to reject any, and all bids.

The Blacktopping this year is 1.2 miles of Case Road- Deputy Supervisor Tuttle handed bids to each Councilperson to
open with him: The Board members reviewed each bid.
The Bids submitted are as follows;
Calarusso & Son, Inc. $141,500.00
Callanan Industries, Inc. $147,375.00
Cobleskill Stone Products, Inc. $ 127,500.00
Peckham Road Corp. $166,500.00
Motion by Councilperson James Garraghan, seconded by Councilperson Jeff Gonzalez to accept the bid from Cobleskill
Stone Products in the amount of $127,500.00, motion: Adopted: 3 Aye, Garraghan, Gonzalez, Tuttle, 0 Nay, 2 Absent
Tompkins, Mattice.

5] Caleb Knudsen- to be re-hired on a temporary part-time basis, Building and Grounds Labor $18.00per/ hr. also on
Ambulance $22.00 per/hr. Motion by Councilperson Jeff Gonzalez, seconded by Councilperson James Garraghan,
motion; Adopted: 3 Aye, Garraghan, Gonzalez, Tuttle, 0 Nay, 2 Absent Tompkins, Mattice.
6] Minekill this year, the discussion of the laws governing voucher pay vs payroll for the counselors, to supervise the
children going to swim lessons, and insurance coverage. The Deputy Supervisor Tuttle will check with the Supervisor and
the labor attorney by Thursday for clarification. As time is close to setting up the paperwork and program for the
children. Tabled.
7]Town Clerk’s May 2025 Report: The board reviewed the report, Motion by Councilperson James Garraghan, seconded
by Councilperson Jeff Gonzalez to authorize Deputy Supervisor Tuttle to sign the report, motion; Adopted: 3 Aye,
Garraghan, Gonzalez, Tuttle, 0 Nay, 2 Absent Tompkins, Mattice.
8] Tax Collection Monthly Report May 2025: Dawn included the unpaid, current collection amounts for review by the
board.

9] Town Board Resolution #24- Councilperson Jeff Gonzalez, seconded by Councilperson James Garraghan to authorize
the Supervisor to use various sums of funds for interest earnings of CD’s- motion; Adopted: 3 Aye, Garraghan, Gonzalez,
Tuttle, 0 Nay, 2 Absent Tompkins, Mattice.
10]General Fund Resolution #6- Councilperson James Garraghan, seconded by Councilperson Jeff Gonzalez to authorize
the Supervisor to make the following transfers in the General Fund, to balance accounts, motion; Adopted: 3 Aye,
Garraghan, Gonzalez, Tuttle, 0 Nay, 2 Absent Tompkins, Mattice.
11] Highway Fund Resolution #2-Councilperson James Garraghan, seconded by Councilperson Jeff Gonzalez to authorize
the Supervisor to make the following transfers in the Highway Fund to balance accounts, motion; Adopted: 3 Aye,
Garraghan, Gonzalez, Tuttle, 0 Nay, 2 Absent Tompkins, Mattice.
12] Ambulance Fund Resolution #2- Councilperson James Garraghan, seconded by Councilperson Jeff Gonzalez to
authorize the Supervisor to make the following transfers in the Ambulance Fund to balance accounts, motion; Adopted:
3 Aye, Garraghan, Gonzalez, Tuttle, 0 Nay, 2 Absent Tompkins, Mattice.
Communication:
13] NYSEG Corp – notification that digital meters will be installed, this is so NYSEG does not have to read meters at each
location any longer, and people who opt out will be charged a fee. All billing will be monthly.
14] Invitation to Westerlo Independence Day Parade and festivities: - Read for information.
15] Resignation Justice Kristen Leach- Deputy Supervisor read her resignation sent to Dawn the Town Clerk. Motion by
Councilperson Jeff Gonzalez, seconded by Councilperson Scott Tuttle to accept the resignation, as of June 1, 2025.
Councilperson James Garraghan recused himself from making the motion. Motion; Adopted: 3 Aye, Gonzalez, Tuttle,
Garraghan 0 Nay, 2 Absent: Tompkins, Mattice.
