TOWN OF ASHLAND NOTICE OF PUBLIC HEARING TO ENACT A LOCAL LAW AMENDING THE TOWN STRUCTURE ORDINANCE OF 1988 Notice is hereby given, that the Town Board of the Town of Ashland, Greene County, New York shall hold a Public Hearing at a Regular Meeting thereof held on the 9th day of January 2023 at 7:30 pm, for the purpose of accepting public comment on the enactment of a local law which amends the Town Structure Law relating to setbacks of structures. Town of Ashland Public Hearing is to Enact a 6 (six) month moratorium Local Law on Signs: Notice is hereby given the Town of Ashland Town Board will hold a public hearing January 9th, 2023, 7:30PM at #12094 State Route 23, Ashland, New York. The purpose is to consider a Local Law, temporary town wide, six-month moratorium to study signs within the town. By Order of the Town Board, Dawn Thorp, Town Clerk Councilperson Scott Tuttle arrived at 7:37pm The town has received feedback, regarding signs, within the town. This is to help the town have some control as to types of signs and where they can be within the town. Several questions were asked about types of signs. This moratorium will give the board time to study the options out there. Note; State DOT gives rules and regulations but they do not enforce them, it is the towns responsibilities to enforce them. Patty our cleaner has decided to step down. She has cleaned for us quite a few years. A person has applied. 2] Dolores Brandon – applied for the cleaning of the entire Town Hall and additional fee for the Fire Department, if they want cleaning. After discussion of the board members Councilperson James Garraghan mention Kym & Larissa Langdon is interested, was not aware a new cleaner was needed. A motion by Councilperson Scott Tuttle, seconded by Council person John Mattice to table a cleaner of until others have the option to give us a quote Councilperson Garraghan Jim will contact Kym & Larrissa Langdon- all in favor. 3] Building Inspector Appointment: Don Schoenborn-if he is appointed, he has stated he prefers emails from contractors or people needing his help. He will have set office hours on Thursdays 10am to 12noon. Motion by James Garraghan, seconded by John Mattice for Supervisor Tompkins to go ahead with the purchase of the flag pole at the best price, motion; Adopted: 4 Aye Tuttle- Mattice- Garraghan -Tompkins Nay 0 Absent 1 Gonzalez 6] Ambulance Contract with Prattsville: The Supervisor stated Prattville’s lawyer has an issue with wording. To date we do not have a contract with Prattsville for our Ambulance Service, which means Ashland is paying for their calls. Supervisor Tompkins stated he had a good meeting with Supervisor Cross, so we will see. The board discussed, they do not understand why we are more concerned about coverage for the people in Prattsville than their board. Lexington did not have an issue with the contract and we have a signed contract with them. No escalation cost in the bid. The paving will take place on Muller Road, from County Route 63, 1.2 miles. Milling for all blacktop driveways and intersections. Driveways will have 12-inch bump outs, town will supply water, traffic control, and any necessary sweeping. Work must start after June 30, 2024 and must be completed by September16, 2024.     Town of Ashland 12094 State Route 23 Ashland, New York 12407 Town Board Meeting September 9, 2024 Attendance: Supervisor Richard E Tompkins Councilperson Scott Tuttle Councilperson Jeff Gonzalez Councilperson James Garraghan Councilperson John Mattice Town Clerk Dawn Thorp Highway Superintendent Larry Tompkins Attending: Nancy Partridge, Quinn Kessler, Heather Younes, Margaret Partridge, Jessica Greene, Christian Greene- WAJ Student, David Greene, Bob Myers Code Enforcement Officer 1-2] At 7:34PM Supervisor Tompkins opened the meeting with the pledge to the American flag. 3] Comments from the floor: No comments or concerns. 4] Nancy Partridge - road concerns: Nancy Partridge and a family member had photos of culverts eroding during heavy rains, they are concerned about flooding into buildings. Copies of pictures on her phone, were printed for the board. The board decided to have Board members, the Highway Superintendent, Greene County Soil and Water, Joel Dubois to see what legally can be done. Nancy Partridge also asked if horse crossing signs can be put up, traffic goes thru extremely fast for the horses and riders. She is concerned for their safety. The Town Highway Superintendent will check on this. The town clerk will send the paperwork for the speed signs to the county, to get the process started. Nancy also said her flower bed with Sign, was knocked into during plowing by the town. The Supervisor and Town Board will check with the town attorney, if we are liable, it will be taken care of. 5] Ambulance Fees Report: The board members each reviewed and signed the report. 6] Town Clerk’s August 2024 Report: After review, Motion by Councilperson Jeff Gonzalez, seconded by Councilperson John Mattice to authorize the Supervisor to sign the report. She stated the dog comes on their lawn and property, is not tied, or confined. They are afraid of this dog. The board agreed she should call Mr. Feml again and the police, if nothing is done contact the board and the board will contact the town attorney. A letter received by the Town and County from NYSDOT approving the speed limit to be established to 40mph from statewide 55mph.
