Patty our cleaner has decided to step down. She has cleaned for us quite a few years. A person has applied. 2] Dolores Brandon – applied for the cleaning of the entire Town Hall and additional fee for the Fire Department, if they want cleaning. After discussion of the board members Councilperson James Garraghan mention Kym & Larissa Langdon is interested, was not aware a new cleaner was needed. A motion by Councilperson Scott Tuttle, seconded by Council person John Mattice to table a cleaner of until others have the option to give us a quote Councilperson Garraghan Jim will contact Kym & Larrissa Langdon- all in favor. 3] Building Inspector Appointment: Don Schoenborn-if he is appointed, he has stated he prefers emails from contractors or people needing his help. He will have set office hours on Thursdays 10am to 12noon. Motion by James Garraghan, seconded by John Mattice for Supervisor Tompkins to go ahead with the purchase of the flag pole at the best price, motion; Adopted: 4 Aye Tuttle- Mattice- Garraghan -Tompkins Nay 0 Absent 1 Gonzalez 6] Ambulance Contract with Prattsville: The Supervisor stated Prattville’s lawyer has an issue with wording. To date we do not have a contract with Prattsville for our Ambulance Service, which means Ashland is paying for their calls. Supervisor Tompkins stated he had a good meeting with Supervisor Cross, so we will see. The board discussed, they do not understand why we are more concerned about coverage for the people in Prattsville than their board. Lexington did not have an issue with the contract and we have a signed contract with them. He asked the Town Clerk to read the Hearing notice for the proposed Variance; TOWN OF ASHLAND Notice is hereby Given: A Public Hearing will be held to consider a proposed variance of 30 feet, in a southern direction for a septic replacement, regarding set back in the Town of Ashland. The proposed variance is for Howard Devennish & Jordan Church,126 North Settlement Road (County Route 19), Town of Ashland. The hearing will be scheduled December 9, 2024, 7:30PM at the Ashland Town Hall, 12094 State Route 23, Ashland, New York 12407. All parties will be heard at that time. By Order of the Town Board, Dawn Thorp Town Clerk Dated: November 25, 2024. Mr. Devennish gave the Town clerk the mailings to the neighboring property owners. He gave the board the engineering plans, and the DEP septic approval. The two board members Councilpersons Gonzalez & Tuttle both discussed the findings of their meeting with Supervisor Greg Cross. The board reviewed the contract and verified the wording, before sending it to the Town of Prattsville for signature. With Louise LeBrun from the general public. 2)Comments from The Floor No comments from the floor. 3)Louise LeBrun -Ms. LeBrun approached the Ashland Town Board for a proposed Historic Marker for the North Settlement United Methodist Episcopal Church that was built in 1826 and is located at 2184 County Route 10 in Ashland, New York 12407. Francis Burns was the first African- American Missionary Bishop of the United Methodist Episcopal Church. In 1996 the church was placed on the National Register of Historic Places, and was also listed on the Greene County Historical register. Ms. LeBrun is filling out an application for a Historic Marker Grant and wanted to approach the Town Board because it’s the municipal responsibility to maintain and take care of the markers before she proceeds. When she applies for the grant, it will pay for everything except the pole. A price sheet was provided from Catskill Castings. 4) BAR REAPPOINTMENT- A motion was made by Mattice with a seconded by Gonzalez for the 5-year term reappointment of Gail Donahue. All in Favor. 5) AMBULANCE WRITEOFFS- A motion was made by Tuttle with a seconded by Garraghan to accept the Ambulance fees and write off collateral report. Motion approved. All in favor 6)Adopt General Fund Resolution #5- Supervisor offered the following resolution of 2024 to balance accounts in 2024 and moved its adoption, to transfer from Unappropriated Fund Balance and transferred to Town Clerk for postage and Employee Benefits Worker’s Comp. A motion was made Tuttle with a seconded by Gonzalez. All members are in favor. 7)Adopt Sewer Fund Resolution #3- Supervisor offered the following resolution of 2024 to balance accounts in 2024 and moved its adoption in the Sewer District. Transferred from Unappropriated Fund Balance transferred to Sewage Collecting System. A motion was approved by Gonzalez with a seconded by Mattice. All members are in favor. 8) Adopt Town Board Resolution #18- Supervisor offered the following resolution of 2024 to balance funds in the 2024 at the Town Board Meeting and moved its adoption. To authorize the use of sum of $187,595.75 from the General Fund Unappropriated Fund balance to balance accounts for 2024 in the General Fund. To adjust the General Fund Budget, the Town Board has increased revenues in the Appropriated Fund Balance Account, and increased the Appropriation Account for the expense in the amount mentioned above. A motion was made by Tuttle with a seconded by Garraghan. All members are in favor. 9) Adopt Town Board Resolution #19- Supervisor offered the following resolution of 2024 to balance funds in the 2024 at the Town Board Meeting and moved its adoption. To authorize the Supervisor to use the sum of $3,200.00 from the Sewer District Fund Unappropriated Fund Balance to balance accounts for 2024 in the Sewer District. To adjust the sewer District Budget, The Town Board has increased revenues in the Appropriated Fund Balance Account, and also increased the Appropriation Account for the expense in the amount mentioned above. A motion was made by Gonzalez with a seconded by Mattice. All in favor. 10) MONTHLY REPORT FROM TOWN CLERK A motion was made by Mattice to accept February 2024 monthly report with a seconded by Garraghan. All in Favor 11) Communication- A. CWC Ballot for the Board of Directors Election was signed for and must be postmarked by March 18, 2024. B. NYSEG Funded EV Charging Station Program was discussed and the board members are not interested at this time. C. Invitation was mentioned about attending the Schoharie Water Summit for different topics that will be discussed and a chance to gain credits for those that needs credits. D. Thank you notes were received from River Valley Radio for doing business with them. Thank You notes were also received for the ambulance in memory of a patient. E. Ashland WWTP Monthly report for February 2024 was reviewed. 12) Ambulance contracts- were looked over again and needs to go back to the Town attorney for corrections. Supervisor asked for a motion to sign the contracts on the boards behalf when the contract is presented the way they want it. A motion was made by Garraghan with a seconded by Tuttle. All in favor . 13) Review and Decide on Health Insurance Plans- Board members looked over different health insurance plans. Board members have decided on two separate plans for the employees to have the option to pick which is better for them. Board members also discussed dental and vison plans for the employee to pay full premium. A motion was made by Tuttle with a seconded by Gonzalez. All in Favor. 12) Amendment to February minutes- Supervisor asked for a motion on an amendment to February 12, 2024 minutes for Thomas Mattice pay increase to match Jordan Braren and Timothy Gonzalez and retroactive to the 1 st payroll in March. A motion was made by Tuttle with a seconded by Mattice. The Town received a check in the amount of $1980.88. 15] Ambulance Donation: Mr. & Mrs. Wagner of Campbell Road gave a donation to our Ambulance with a note of appreciation to everyone. 16] Windham Foundation Donation to the Minekill Program: Phyllis Parrish of the Windham Foundation Board gave a donation of $500.00 to the swim program which covers our neighboring towns. The board members were very pleased for this generous donation, which helps our program. 17] CWT Election Results: A list of the election results was given of all the counties involved for review. Updates on ongoing matters: Magda Lane: The final work has been completed we are waiting on the Engineer to inspect this week. Joe Clark variance for septic: Mr. Clark has decided not extend the septic to his other parcel. The engineers will have go back to the drawing board to find a solution. On April 17,2025 we and Scott Templeton received the letter stating after their data and study, they do not see the need for a lower speed limit as it is set at 40MPH. 11] Comp Alliance- Work place award: The town received a notification, that the performance of safe workplace for 2023, and keeping employees safe. A check in the amount of $658.00 was received. 12] SPDES- Compliance Inspection, was received and found satisfactory. 13] Polling Site Information: Letter from Greene County Election Board stating there will not be a primary Election on June 24, 2025. 14] SPDES Permit: SPDES permit renewal issued May 1, 2025 to April 30, 2030 for WWTP 15] Treatment proposal for the Water district: NYSDOH suggests for corrosion Control Treatment- The board asked Travis to check to see if we need to contact the water users regarding this soda ash treatment. He will be checking on it, he also said this requires a daily reading with this treatment.
