The proposed Variance #2 for Joe Clark, Tax map # 77.04-1-11 at 115 North Settlement Road. The Hearing will be scheduled for June 10,2024, 7:30 PM at The Town Hall, 12094 State Route 23, Ashland, New York. All parties will be heard at that time. By Order of the Town Board, Dawn Thorp, Town Clerk Dated: May 13, 2024 The Supervisor asked Mr. Clark to come up to come up to the front to the discussion of the septic blue prints being too close to the Maria Garo acre of land, this would make it impossible for her to use her land. The Supervisor is checking into the state setback with septic laws- He believes according to our town engineer, the berm cannot be less than 10 feet, from the property line. This location is too close to the Maria Garo Property, that would make it unusable to her. Councilperson Scott Tuttle asked if she might consider selling the parcel? Mr. Skopinsky, her uncle, representing her, said no she received the land from her father and does not want to sell. Joe Clark and Siobhan Moloney also own a parcel boarding their house, is it a possible option for the septic to be directed on this property? There are two items that need to be corrected, 1] the engineer stated the stomps left on the side of the road need to be ground down- 2] cul-de-sac is 73 feet and is supposed to be 90 feet for the trucks and equipment to turn around. 15] ARPA Funds Youth & Veterans Programs: The board wondered about a pickle court for the public to use in the park, possible to apply for the funding. It may be possible to use the basketball area. The Supervisor and board advised her they were close to completing the law, within a month or so. Mr. Brimberry of Magda Lane wanted to first thank the Fire Department for responding so quickly to the electrical fire. He wanted to know the steps needed to turn the road over to the Town. The Board will contact the Town Attorney to get details for him, make sure the town clerk has your contact info. Erica Bradbary: asked about putting toys for the Dogs in the Dog park- The Supervisor asked her to call the office Diane, can help you with this project. She also stated there is a hole in the fence. The supervisor asked the town clerk to make note of it for him. 4] Proposed Variance: Nathan Cearley has a septic that is failing, he has paperwork for the septic, from all departments, he needs the board to consider a variance of 10 feet. She wondered if the water district could be extended to her property. The Supervisor said we are in the process of the water extension to Mayers, we had not planned to go that far originally, the problem we have, unless there is funding available- we are using the funding we take in for this project which we are doing in house. There is not any reason you can contact people see if they are interested. At one time the Trailer Park had asked about connecting. So, there may be a possibility of going further. 3] Mathew Krom – Matt stated, added the extension, 18 yrs. Ago, he took down the previous shed, rebuilt it during covid. Edition 8 February, 2008 Edition 9 August 22, 2008 September, 2011 September, 2014 September, 2017 West Settlement Church Project The History of Ashland Farming by Michelle Fancher Early l7th and l8th Century farmers endured very rough pioneer life while adapting to the new environment of the Catskills. Many began their farms alone, clearing land and building their homes by themselves, sending for their families once established. Harnessing oxen and horses for power, they used crude wooden plows to carve out fields for crops, however, much of the land was so rocky that many raised sheep. Many early crops consisted of wheat, corn, oats, and barley. Those crops were all sowed by hand, cultivated with a hoe, hand-cut with a sickle and threshed using a flail. Not until the late 18th century were many machines such as the cradle and scythe, cotton gin and cast iron plow invented to make the farmer's lives easier. The Code Enforcement Officer Bob Myers had a few questions concerning refurbishing property, if the panels are shut down, and a Reclamation Bond. There is a little over 40 feet between the storage units and office building, which they want to separate, and it leaves 20 feet with the division of the property. They would like the board to consider the variance of 20 feet. The two parcels would have separate entrances, Ryan would like to add an easement so both properties can use either entrance. The board asked for a location of the septic and well to be included on the plans. The supervisor asked the board to set a public Hearing. A motion to set a Public Hearing on July 10th, 2023 at 7:30pm before the regular meeting was made by Councilperson James Lawrence, seconded by Councilman Jeff Gonzalez, motion was; Adopted: Aye 5 Tompkins-Lawrence- Aplin-Tuttle- Gonzalez Nay 0 7] Comments from the floor: Eddie Warren representing Mr. Brimbery came to bring the forms from 50% of the 13 taxpayers on Magda Lane. He gave the documents to the Town Clerk. He and the board discussed the issues of access in case of emergency to the houses on the road. The Supervisor explained how the special district will work. 9] Insurance: The Supervisor wanted the Board to know with the change of Insurance companies which saves us a sizable amount, we may have to consider putting the people getting 1099-misc. to payroll, and W/2’s. We are still working on this with the CPA’s office and the Town Attorney . 10] 3,000-gallon tank in a tub: RTE has a tank at what was Wes’s Garage, there are people interested in purchasing it. If the board is interested, RTE will give the Town first refusal. The Highway garage needs a tank, this tank is set up, wired with a pump, ready to go . 11] CBDG Grant: May meeting they had asked to increase the $50,000. limit with grant proposals. For a project that will be higher. We did not receive information on the project – Councilperson Cathi Aplin suggested we ask for more information regarding their request before a decision is made. Dawn contacted Antonia and asked for information on the amount and details of the proposal. After discussion: A motion to approve the increase was made by Councilperson James Lawrence, seconded by Councilperson Jeff Gonzalez.
