Town Board Meeting
March 8, 2010

 

            A Town Board Meeting was held at the Town Hall, 12094 Route 23, Ashland, New York on the 8st day of March.

Supervisor Richard Tompkins opened the meeting at 7:33 pm.

Pledge of Allegiance

HUNTER FOUNDATION-CHARLENE HOLDRIDGE
Hunter Foundation received a $600,000 grant and is expanding their area to surrounding towns to include Ashland.  They are looking for homes that are in need only or have code violations, people could receive 50%-100% covered.  Contact person is Charlene Holdridge at 518-589-5050 for more information.

REGINALD WILLCOCKS-LETTER REGARDING POLICE PROTECTION

Gregg Seeley spoke regarding where calls go, most home alarms go right to the State Police, if you want a faster response you should have your alarm company make sure they phone 911 and they would dispatch the closest car available.  Windham Police could respond to an Ashland call if told to do so by the Sheriff’s department.  The Sheriff’s department can only give permission to State Police or any other agency to leave there jurisdiction, not anyone else.   Gregg Seeley wants to know at any time if his department is ever late to a call or doesn’t show up!   He has 4 Deputy Sheriffs on the mountain 24 hours a day.  Randi Tompkins EMT for the Ashland Ambulance spoke highly of the sheriff’s department, commenting that whenever she has gone on a domestic dispute call the Sheriff’s department was always there before the ambulance arrived.  The Greene County Sheriff’s department is the Town of Ashland’s police protection.

DELEWARE ENGINEER-ALLAN TAVENNER
Design is moving ahead, archeologists gave us an ok. We can close on the USDA $800,000 loan, trying to get a 0% EFC loan for 20 to 30 years.  Candace Balmer to do funding for the water tank.  The HUD application needs to have 2 public hearings before April 23, 2010.

BUILDING PLANS
Board would like to know the cost of the building with a 16 foot extension out the front, only dividing walls, upstairs would be all open.  Delaware engineering would need a toprol survey; the estimated cost would be about $1,400. The board thought that was a reasonable amount.

PUBLIC HEARING
A notice shall go in the Windham Journal for a public hearing for the purpose of providing information and receiving public comment on the application for a Community Development Block Grant which the town is considering applying for to supplement funding for the proposed public water supply in the hamlet of Ashland.  The first public hearing will be on March 29, 2010 at 7:00 pm and the second to be on April 12, 2010 at 7:30 pm.

CONSTRUCTION MEETING
Councilmen were made aware of a construction meeting for the waste water to be held at 1:00 on March 30, 2010.

WASTE WATER TREATMENT PLANS
The Town Board is in need of new plans for the waste water complete design from Lamont Engineers, for our plans have burned in the fire.

TOWN CLERK MONTHLY REPORT
The town clerk presented her monthly report, and it was signed by the supervisor.

MOTION-a motion was made by Councilman James Lawrence to pay the bills as written, seconded by Councilman Thomas Soule, motion was:

Motion was made by Councilman James Lawrence to close the meeting at 9:58 pm.
