TOWN BOARD MEETING
January 14, 2008

A Town Board meeting was held at the Town Hall, 12094 Route 23, Ashland, New York on the 14th day of January 2008.

Attended by: Town Attorney Tal Rappleyea, Larry Gambon, Larry ant Colette DeWald and Kathleen Hope and Pat Johnson from the Department of Public Service.

Councilperson James Lawrence opened meeting at 7:35 pm with the pledge of allegiance.
PAT JOHNSON AND KATHLEEN HOPE-DEPARTMENT OF PUBLIC SERVICE
Kate Hope from the public service spoke about our options for the Mid-Hudson Cablevision Franchise Contract.  Town clerk needs to find old contract and send to all the board members.  Board would like copies of any surveys that have been done by MHCable.  She told us that there is a basic service that is not offered or advertised to the public, which is at a cost of $8 to $12.  Most people do not know this because it is not advertised.

Board needs to read contract, meet with cable company, have both come for public hearing, put notice in paper and notify Mike Ryan and also WRIP. 

MEGERLE/COYLE-ROUTE 32C SUBDIVISION
Board reviewed the letter that was sent to Megerle/Coyle from town Attorney Tal Rappleyea.  It informed them that the subdivision, roadway and drainage facilities have not been completed in accordance with the Town approval and the Town Subdivision Law.  They are to contact Tal Rappleyea as soon as possible.

MCKEARNEY-VARE ROAD
Letter was read from Town Attorney Tal Rappleyea addressed to Mr. McKearney regarding the potential for the Town of Ashland to accept dedication of Vare Road as a Town Road.  Tal Rappleyea informed that the town Board may consider accepting dedication of the road if a) a survey were obtained by the residents of the road showing the metes and bounds of the roadway; b) the road is brought into conformity with the Town Highway specifications by the residents of the road, and c) one or more deeds conveying the road to the town were executed by all residents on the road.  Letter was dated December 17, 2007.

MILTON PETROU-COUNTY ROUTE 10 SUBDIVISION
Board reviewed the letter that was sent to Milton Petrou on December 17, 2007 from Town Attorney Tal Rappleyea.  The previously approved subdivision, roadway and drainage facilities have not been completed in accordance with the Town approval and the Town Subdivision Law.  As of this time he is in violation of Town Law.

HIGHWAY SUPERINTENDENT ERIK ALLAN
Erik Allan addressed the board about a new tractor.  John Deere is not on state contract
MOTION-A motion was made by Councilman Martin Blanden to seek bids for a flail mower/tractor, seconded by Councilman James Lawrence, motion was:

NEW AMBULANCE
MOTION-A motion was made by Councilperson Wanda Partridge to create and include with Permissive Referendum and establish a Capital Account Fund to finance the purchase of a new ambulance, seconded by Councilman Martin Blanden., motion was:

NOMINATION FOR GREENE COUNTY CWC DIRECTOR
Supervisor Richard Tompkins is going to check at the next supervisors meeting and will revisit this in February.

TRANSFER UNAPPROPRIATED FUND BALANCE TO BALANCE GENERAL FUND ACCOUNT

TOWN BOARD RESOLUTION OF 2008

JANUARY 14, 2008

At the Town Board meeting on January 14, 2008, Councilperson, Richard E. Tompkins offered the following resolution and moved its adoption.

To authorize the Supervisor to use $3,938.90
of Unappropriated Fund Balance to balance accounts in the General Fund for 2007 as per General Fund Resolution #1 of 2008.

Also, to adjust the budget, the Town Board has increased revenues in the Appropriated Fund Balance Account, and also increased the Appropriation Account for the expense in the amount mentioned above.

A motion to adopt this resolution was made by Councilperson, Martin D. Blanden and seconded by Councilperson, Wanda Partridge.

TOWN OF ASHLAND WEBSITE
Town of Ashland is considering a Town website, cost would be $650. to setup-$773.00 yearly.  Board to revisit in February.

DEPUTY BUILDING CODE ENFORCER
Board is considering Jereme Younes as deputy Building Code Enforcer, and to pay for his schooling.  Board will revisit next month.

TOWN CLERK MONTHLY REPORT
Supervisor Richard Tompkins signed the December 2007 monthly report.

TOWN HALL-LEAKING ROOF AND COURT STORAGE SPACE
Builder James Jaeger submitted a proposal to fix roof, side door to town hall and possible storage space for court records.
