TOWN BOARD MEETING
FEBRUARY 11, 2008

At the Town Board meeting held at the Ashland Town Hall #12094 State Route 23, Ashland, New York 12407 the following members were present;

Supervisor Richard Tompkins opened the meeting at 7:38 PM.

Pledge of Allegiance

ROBERT SLATER FOR PROPOSED VARIANCE
Supervisor Tompkins asked Mr. Slater if he would like to address the board, as he had traveled some distance. Mr. Slater brought a revised drawing for the proposed garage on County Route 4. The Board reviewed the plans; Councilman Lawrence asked questions concerning location of electric pole, driveway access, and the septic.  There was some concern of property lines and exact measurements. Supervisor Tompkins said he could possibly contact DEP for detailed drawings of the septic plans; he stated they are usually very good about that. He said to contact Diane and she will give him the numbers, as Justine is absent. Supervisor Tompkins asked that he contact his office with further information to save his traveling back and forth. After further discussion with the Board, Supervisor Tompkins stated before they could approve a variance, the plans would need exact measurements, and footage. Also, to approve a variance, it would be conditional upon the approval of the Planning Board.

DEWALD – PROPOSED VARIANCE FOR GARAGE
The Supervisor and Board reviewed the plans. The DeWald’s asked the steps they would need to pursue this project. The Supervisor and Board suggested they start by contacting NYSDOT –Bob Wyann’s for a permit to use access of State Route 23.Diane will have the phone number. After a discussion as to the steps needed. Supervisor Tompkins mentioned that if this is approved, it would be contingent upon the Planning Boards approval so they will need to go through the Planning Board before a variance could be approved.   
A motion was made By Councilman Martin Blanden, seconded by Councilman James Lawrence, to set a hearing for the DeWald’s at the March 10, 2008 meeting,

DATE FOR MID-HUDSON CABLEVISION PUBLIC HEARING
After discussion;  A motion was made by Councilman James Lawrence, seconded by Councilman Wanda Partridge,  to set the date for the Public Hearing on April 16, 2008 at 7:00 PM.

JUSTINE KOEHLER-APPROVAL FOR SARATOGA CONFERENCE
This is informational only- this conference was included in the 2008 budget.

ENGINE ROOM AND MEETING ROOM ANNUAL AGREEMENT
Supervisor Tompkins read the agreement to the Board, he explained that this agreement would be $2500. for the year, and it is an annual agreement. The Fire District asked to have the meeting room cleaned, when the town hall is cleaned, the amount of $240.00 was calculated as the cost that amount is reflected in the agreement. Also, it states that the agreement also includes the Bay for the Town Ambulance, so there will not be any conflicts. 
A Motion was made by Councilman Martin Blanden, and seconded by Councilman Wanda Partridge for Supervisor Tompkins to sign the contract.

BOARD OF DIRECTORS NOMINATION FOR CWC
After discussion; A motion was made by Councilman James Lawrence, and seconded by Councilman Martin Blanden for the nomination.

PARAMEDIC SERVICE CONTRACT
The contract was reviewed by the Board. A motion was made by Councilman James Lawrence, seconded by Councilman Wanda Partridge for Supervisor Tompkins to sign the contract.

SONDRA CLARK LETTER- BEAUTIFICATION
The letter was read by Supervisor Tompkins, the board members discussed the success of the program. Supervisor Tompkins will check with Eric on the date as there are paving, and road work schedules.
A motion was made by Councilman James Lawrence, seconded by Councilman Wanda Partridge to go with the Beautification  clean up, date to be set later.

SONDRA CLARK LETTER- PLANNING BOARD ATTENDANCE
The letter was read, Councilman Martin Blanden will contact the Planning Board member re: this letter.

EVERGREEN DISPOSAL SERVICE AGREEMENT
The Board discussed the cost increase. All agreed the cost was high. There is no other removal company to contact. A motion was made by Councilman Wanda Partridge, seconded by Councilman Martin Blanden to sign the contract.

AMBULANCE  WRITE OFFS- ACCOUNTING SHEETS
The Board went over the accounting sheets for the Ambulance, all members signed the paperwork.

DISCUSSION OF HIRING A TOWN ENGINEER
Supervisor Tompkins said they needed to address the hiring of an Engineer. They discussed some of the issues they needed an Engineer for. Councilman Lawrence suggested a possibility for someone he had been in contact with. He will find the name and contact him. The Supervisor encouraged the Board to look for possibilities.

PROPOSED WEBSITE FOR THE TOWN
The board looked over the information- Councilman Blanden said he had checked the Jewett site and it looked very good. The site was up to date. In the cost proposal, the update was included. The Board all agreed that the key point was an updated site. They felt having a site would benefit the Town. They discussed having a Logo. Councilman Blanden will contact the Website designer to get started on this project.
A motion was made by Councilman Martin Blanden, seconded by Councilman Wanda Partridge to go with this contract for the Website.

LOCAL TECHNICAL ASSISTANCE PROGRAM
The time limit is expired on this. A discussion of costs and possible other funding that may be available they will look into it – Candice Palmer will be there Wednesday at 5pm and will be able to give more information. This is something we will need to address next year.  The Board discussed getting a price for the test wells they need. Supervisor Tompkins said he would contact the Town Attorney for the correct wording for the bid.
A motion was made by Councilman James Lawrence, seconded by Councilman Wanda Partridge to advertise for bid with an 8 inch well, and materials.

LAND ACQUISITION # 3614- NYS ROUTE 23 – SBL # 92.00-4-5
Supervisor Tompkins urged each Board member to read through and look at the map. It is his understanding these need be checked thoroughly.

ROOF REPAIR, COURT STORAGE AREA AND MEETING ROOM DOOR REPAIR PROPOSAL
The Board discussed the repairs – a contractor vs. their own people. They measured off the area and decided to see what portion they can do in house. They will check into it.

On a motion made by Councilman Martin Blanden, seconded by Councilman  James Lawrence to authorized payment of the bills.
