Supervisor Richard Tompkins opened the meeting at 7:45 pm.

PROPOSAL FOR ENGINEER SERVICES OF ASHLAND WASTEWATER TRATMENT PLANT
The board expressed there concern about the design of the building and that they must contact CWC if the board wants any changes to the building inside or out.  The proposal was for $12,000.  March 4, 2009 is the final design that is being sent to DEP. 

DELAWARE ENGINEERING-PUBLIC HEARING
Allan Tavenner gave the board the Town of Ashland Water System Preliminary Engineering Report.
MOTION-A motion was made by Councilman James Lawrence for a Public Hearing on the Town of Ashland Establishment of Water District on March 2, 2009 at 7:00 pm, seconded by Councilperson Wanda Partridge, motion was:

MOTION-A motion was made by Councilman Martin Blanden to authorize supervisor Richard E Tompkins to sign the Full Environmental Assessment Form, seconded by Councilperson Wanda Partridge, motion was:

TOWN BOARD LEAD AGENCY UNDER SEQRA

TOWN OF ASHLAND

TOWN BOARD RESOLUTION OF 2009

FEBRUARY 10, 2009

PUBLIC WATER SUPPLY DEVELOPMENT PROJECT INTENT TO DECLARE LEAD AGENCY UNDER SEQRA

At the Town Board meeting on February 10, 2009, Councilperson, Richard E. Tompkins
Offered the following resolution and moved its adoption.

WHEREAS; the Town of Ashland, Greene County, New York (hereinafter the “Town”) has established the public benefit to the Town residents and other wells do not have a sufficient supply; and

WHEREAS; the NYS Department of Health has determined that the quality of water in some wells does not meet current health standards and other wells do not have a sufficient supply; and

WHEREAS; the Town has conducted various studies of sources of water and the feasibility of developing a public water supply; and

WHEREAS; the actions of establishing a Water District and constructing public water supply facilities are Unlisted Actions under the State Environmental Quality Review Act (SEQRS), but must be subject to coordinated review due to requirements of the NYS Drinking Water State Revolving Loan Fund; and

WHEREAS; Part I of the Long Environmental Assessment Form (hereinafter “EAF”) has been completed by the Town Engineering Consultant, Delaware Engineering,

NOW, THEREFORE, BE IT RESOLVED that the Ashland Town Board proposes to act as Lead Agency in the coordinated review of the Wastewater Improvement Project and shall distribute the attached Notice of Intent, Part I of the EAF, and project description and map to all potentially involved and interested agencies.

A motion to adopt this resolution was made by Councilperson, Wanda Partridge and seconded by Councilperson, James Lawrence.

WASTEWATER TREATMENT PLANT ADDITION
Board has discussed the addition to the wastewater treatment facility and would like to cap the engineer cost to $7,000.
