Deputy Supervisor Robert Ferris opened the town board at 6:40 pm. Motion was made by Councilman Martin Blanden to go into executive session at 6:41 pm for employment of a particular person and property contractual negotiations, Seconded by Councilman James Lawrence. Motion was made by Councilman James Lawrence to close executive session at 7:08pm, seconded by Councilman Martin Blanden. EASEMENT COORDINATOR A public informational meeting on sewer easements is scheduled for November 18, 2008 at 6:30 pm Budget Workshop will be on October 27, 2008 at 6:30 MOTION-A motion was made by Councilman James Lawrence to have a public hearing on November 3, 2008 at 6:30 pm for the budget, seconded by Councilman Martin Blanden, motion was:

It was regarding the tree limbs on Ashland roads. The note will be given to highway superintendent Erik Allan. Motion was made by Councilman Martin Blanden to close the meeting at 10:10 pm. NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing will be held before the Town Board of the Town of Ashland at 12094 NYS Route 23, Ashland, NY 12407 on the 14th day of October, 2008 at 7:30 P.M. regarding the adoption of an Ashland Sewer District Sewer Use Law. This law is being proposed as part of the community planning measures taken by the Town in connection with the construction of the sewer collection system (the "Project"). The Project is funded under the Community Wastewater Management program (CWMP) to be administered by the Catskill Watershed Corporation (CWC) and sponsored by the City of New York. At such time and place all persons interested in the subject matter thereof will be heard concerning the same.

NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Town Board of the Town of Ashland will hold a public hearing on the 14th day of October, 2008 at 7:45 P.M. at 12094 NYS Route 23, Ashland, New York 12407 for the purpose of conducting a hearing upon a proposal to establish a sewer district as hereinafter described at which time and place said Town Board will consider such proposal and hear all persons interested in the subject thereof concerning the same. The improvements proposed to be made are as follows: the operation and maintenance of a wastewater treatment plant that serves the residents within the sewer district. The Engineer's Report and Plan are on file with the Town Clerk. The costs of forming the district and designing, permitting and constructing the infrastructure are funded by New York City pursuant to the Community Wastewater Management Program. The Town will not incur any expense in the formation of the proposed district and the construction of the public improvements (i.e., sewer collection and treatment system) to be constructed within the district. During the process to form the Sewer District, the Town Board reserves the right to modify the boundaries of the proposed district to address the concerns raised during the public comment period and to serve the best interest of the Town. The estimated cost of hook-up fees is zero and a detailed explanation of the annual operation and maintenance costs to residential and non-residential users is on file with the Town Clerk.
