                A Special Town Board Meeting was held at the Town Hall, 12094 Route 23, Ashland, New York on the 29th day of May 2008.

Supervisor Richard Tompkins opened the meeting at 7:08 p.m. with the pledge to the flag.

TOWN BOARD RESOLUTION OF 2008

ADOPTION OF THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) AS THE BASIS FOR INCIDENT MANAGEMENT IN THE TOWN OF ASHLAND

May 29, 2008

At the Town Board meeting on May 29, 2008, Councilman, Richard E. Tompkins, offered the following resolution and moved its adoption.

WHEREAS, response to and recovery from major emergencies and disasters requires integrated professional management and coordination; and

WHEREAS, the National Incident Management System (NIMS) has been identified by Homeland Security Presidential Deirective-5 as being the requisite incident management system for all levels of government and all political subdivision in the United States; and

WHEREAS, NIMS provides a consistent nationwide platform to enable all government, private sector and non-governmental organizations to work together during domestic incidents regardless of cause, size or complexity; and

WHEREAS, the Town of Ashland acknowledges that emergency planning and response to incidents can best be accomplished by employing standardized terminology, standardized organizational structures, interoperable communications, consolidated action plans, unified command structures, uniform personnel qualification standards, uniform standards for planning, training, and exercising, comprehensive resource management, and pre-determined facilities during emergencies or disasters; and

WHEREAS, use of the Incident Command System (ICS) provides responders with a common terminology and principles for incident command and control, and is an integral part of incident management activities throughout the Town of Ashland;

WHEREAS, implementation of the NIMS standardized procedures for managing personnel, communications, facilities, and resources will enable the Town of Ashland to be eligible for state and federal funding to enhance local emergency preparedness, agency readiness, first responder safety, and incident management processes;

NOW, THEREFORE, The Board of Selectmen for the Town of Ashland hereby order and direct as follows:

1.             The Town of Ashland hereby adopts NIMS as the common foundation for incident management, coordination and support activities.

2.             All town departments, offices and agencies responsible for managing and/or supporting incident response and disaster operations shall incorporate into their planning, training, and operations the NIMS as prescribed by the United States Department of Homeland Security.

3.             The Town of Ashland hereby adopts ICS for command and control of all incident response operations.

All employees of the Town of Ashland are hereby directed to render such aid and assistance as is required for the implementation of the foregoing policy.

A motion was offered from Robert C. Ferris with a second from Wanda Partridge to adopt this resolution.  Motion carried.

CINDY NELSON-CONTRACTUAL TO EMPLOYEE
Town Accountant Cindy Nelson would like to go from being contractual to an employee so she can participate in the New York State Retirement program.
MOTION-A motion was made by Councilman Robert Ferris to have Cindy Nelson go from being contracted to being a town employee, seconded by Councilman James Lawrence, motion was:

RESCIND STREAM MANGAMENT MOTION
A motion was made by Councilman Robert Ferris to rescind the motion made by Councilman James Lawrence and seconded by Councilman Martin Blanden; this motion was seconded by Councilman James Lawrence

SET PUBLIC HEARING-TOMPKINS & STREAM MANAGEMENT
A public hearing will be held on June 18, 2008 at 7:30 p.m. for a setback variance for Tompkins and a public hearing for the Stream Management Implementation Plan.  Clerk to put notice in paper.

BOARD OF ELECTIONS FOR HANDICAPPED ACCESSIBILITY
Board of Elections sent a letter to the town that there is going to be some handicapped accessibility parking areas highlighted in the parking lot for the HAVA Help America Vote Act.

DESTRUCTION FORMS FOR RECORDS ROOM
MOTION-A motion was made by Councilman James Lawrence to destroy obsolete and or copies of records from the records room, seconded by Councilperson Wanda Partridge, motion was:
