A Special Town Board Meeting was held at the Town Hall, 12094 Route 23, Ashland, New York on the 13th day of January.

Supervisor Richard Tompkins opened the meeting at 7:08 pm.

INTERVIEW FOR PLANNING BOARD MEMBERS
The board interviewed 3 candidates, first was Eric Burgess, he served 8 years for the county planning board and 3 years for the town. Robert Drum the second candidate has 10 years for building inspector, but Thursday’s could be a problem for the meeting nights. Third candidate is Greg Thorp; the board had a lengthy discussion with all candidates. There were 2 other candidates that are interested in the position, Don Rion and Steven Alberti, who could not be here for the interview.
MOTION-A motion was made by Councilman Dennis Mattice to appoint Eric Burgess with his term ending in 2010 and Gregg Thorp with a term ending 2011, seconded by Councilman James Lawrence, motion was:
ADOPTED Ayes 5 Tompkins, Blanden, Lawrence, Soule, Mattice

The new appointed planning board members were made aware that there is a four hour course that needs to be taken, and one is going to be held January 23, 2010 at the Hunter-Tannersville School. Town clerk is going to contact the new members and oath them in.
DISCUSSION ABOUT CLEAN UP OF THE TOWN HALL
The board is looking at about 2 weeks for the building to come down; Briggs and Glen Becket have offered their time to help with the clean up. Insurance needs a detailed list of all offices and their contents. Joe Perko from Rapid Refile will be here Saturday to pick up all documents and anything that can be cleaned or restored.
Motion was made by Councilman Martin Blanden to close the meeting at 8:55 pm.

Supervisor Richard Tompkins opened the meeting.
Pledge of Allegiance
Ashland Town board and Fire commissioner discussed and reviewed the proposed drawings from Delaware Engineering for a new town hall and fire department. Fire Commissioners are all in favor of renting space from the Town to house there equipment and have office space in the town hall. Town municipality is going to apply for a grant for a multi-use building. The town could be looking at $200 a square foot and possible 2.5 to 3 million to replace the building.
REPLACE 2008 AMBULANCE
MOTION-A motion was made by Councilman James Lawrence to buy the Braun Ambulance from VRS sales Ltd. for $143,500. to replace the 2008 ambulance that was destroyed by the fire, seconded by Councilman Thomas Soule, motion was:

Mike Ryan would like to be called when we receive the new ambulance.
Town is interested in hiring a public adjuster to speak on our behalf of the town for the loss of the hall and all its contents. If we hire a public adjuster our communication would end with the insurance company, the adjuster would do all the negotiating.
MOTION-A motion was made by Councilman James Lawrence to hire Fred Yutkowitz at 5% of the total insurance claim, Mr. Yutkowitz would donate $5,000 back to the town, seconded by Councilman Thomas Soule, motion was:

Supervisor Richard Tompkins opened the meeting at 5:20 pm.
Pledge of Allegiance
Board had an open discussion with all. Carol Stevens spoke about the Catskill transfer station and how they had Selective Insurance, it took 1 year to rebuild and they went above and beyond to complete the rebuild. The county has had Selective for 9 years. Dan Frank as well agrees with Carol Stevens. Town Attorney Tal Rappleyea thinks we would be wasting our time and using a PA usually extends the time. Marsh and Sterling handle Selective Insurance if the board would like to go and speak to them.
MOTION-A motion was made by Councilman Thomas Soule to rescind the motion made on January 26, 2010 to hire Fred Yutkowitz, seconded by Councilman Dennis Mattice, motion was:
