Special Town Board Meeting
December 7, 2009

            A Special Town Board Meeting was held at the Town Hall, 12094 Route 23, Ashland, New York on the 7th day of December 2009.

Supervisor Richard Tompkins opened the meeting at 7:00 pm.

TOWN HALL BUILDING ADDITION
Fred Grober from Delaware Engineering, P.C. came to discuss the addition to the Town hall.  First, there is not enough elevation and it would go below the road grade, one option would raise and replace the roof 1 foot higher. The maximum height of the building can’t exceed 35 feet. The insulation in the building is R19 which is not to code; it would need to be R35.  The heating would need to be replaced, might consider radiant heat over existing floors for under the trucks only.  The electric to date is 200 amp panel, which would need to be replaced.  The existing building was built in 1974.
A permissive referendum was done on May 11, 2009 not to exceed $150,000.  Should this exceed $150,000. we would need to revoke or amend with a new resolution and permissive referendum .

NYSERDA is an option for funding, they would come in determine what should be done and give us a recommendation.  Building size is 16X110 long and 16X50 across the front, 2560-2600 sq. feet at $65.00 a square and that’s on the low end.
Fred Grober needs a copy of the existing building and will get back to us with a idea of the cost.  Funding for green buildings is available for this type of building.

MOTION-A motion was made by Councilman James Lawrence to have Supervisor Richard Tompkins sign Delaware Engineering, P.C. Professional Services Agreement, Stormwater Planning and Assessment Project, seconded by Councilman Robert Ferris, motion was:
ADOPTED     Ayes    5 Tompkins, Ferris, Blanden, Lawrence, Partridge

Motion was made by Councilman Martin Blanden to close the meeting at 7:40 p.m.
