Supervisor Richard Tompkins opened the public hearing at 7:13 pm.

Pledge of Allegiance

     ORDER
TOWN OF ASHLAND
ESTABLISHMENT OF WATER DISTRICT

PURSUANT to New York State Town Law Article 12-A, §§209, 209-c and 209-d the Town Board of the Town of Ashland hereby

ORDERS that pursuant to the maps, plans and reports filed with the Town Clerk of the Town of Ashland on February 10, 2009, which are available for public inspection, a water district is hereby proposed to be established and the Town Board hereby further

ORDERS that the description of the boundaries of such proposed district shall be as set forth in the attached Schedule “A” and the Town Board hereby further

ORDERS that the improvements proposed are the drilling of two wells, construction of a pump house with disinfection equipment and storage tank, construction of water mains and hydrants throughout the district and the Town Board hereby further

ORDERS that the maximum amount proposed to be expended is $2,873,620 (Two Million Eight Hundred and Seventy Three Thousand Six Hundred and Twenty Dollars), and the Town Board hereby further

ORDERS that the estimated costs of hook-up fees are proposed to be $2,000 (Two Thousand Dollars) and the Town Board hereby further

ORDERS that the estimated cost of to the typical property is proposed to be $624 (Six Hundred and Twenty-Four Dollars) annually and the Town Board hereby further

ORDERS that the proposed method of financing to be employed is the utilization of grant funds available from NYS Drinking Water State Revolving Fund, U.S. Department of Agriculture Rural Development, Empire State Development Corporation, NYS Senate and Assembly Funding, U.S. Congressional Appropriations, and NYS State Community Renewal Funding and the use of conventional bonds, if necessary, and the Town Board hereby further

ORDERS that the Town Board shall meet and hold a public hearing to hear all persons interested in the proposed water district on the 2nd day of March, 2009 at 7:00 pm at the Town Hall, Main Street, Ashland, NY, and the Town Board hereby further

ORDERS that a copy of this ORDER, shall be posted on the official Town sign-board and shall published in the official newspaper of the Town not less than 10 (ten) days prior to the meeting date and not more than 20 days prior to such date.

                The average cost to a resident would be $624.00 per year, commercial property will be metered.  The water use law would cover how much water is used per day and the cost to commercial owners.  People outside the water district will pay nothing.  All grant and loan money must not go over the $624.00 a year per household.
