PUBLIC HEARING
April 12, 2010

A Public Hearing was held at the Town Hall, 12094 Route 23, Ashland, New York on the 12th day of April.

Supervisor Richard Tompkins opened the meeting at 7:30 pm.

The Town Clerk read the Notice:
Notice of said Public Hearing was duly published in the Windham Journal Newspaper on March 18, 2010.  The Town of Ashland will hold a Public Hearing on March 29, 2010 at 7:00 pm and April 12, 2010 at 7:30 pm for the purpose of providing information and receiving public comment on application for a Community Development Block Grant which the Town is considering applying for, to supplement funding for the proposed public water supply in the Hamlet of Ashland.  The hearing will be at the temporary Ashland Town Hall at 11980 Rte 23.   The public is encouraged to attend and may submit comments either at the meeting or in writing to P.O. Box 129, Ashland, New York 12407.
A brief discussion was had by Muzio in favor of the public water supply.

A motion was made by Councilman James Lawrence to close the public hearing at 7:30

RESOLUTION #13

TOWN OF ASHLAND

TOWN BOARD RESOLUTION OF 2010

April 12, 2010

At the Town Board meeting on April 12, 2010, Councilperson, Richard E. Tompkins, offered the following resolution and moved its adoption.

WHEREAS, the Town Board of the Town of Ashland has determined that it is appropriate to make available to certain residents of the Town of Ashland an exemption for the purpose of paying real property taxes based on such landowners who are Senior citizens with low income and landowners who are disabled with low income,  

WHEREAS, the Town Board of the Town of Ashland should consider using a sliding scale for the determination of exemption percentages based on low income for the purpose of paying real property taxes based,

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Ashland hereby authorizes the Assessor for the Town of Ashland to establish an exemption for the purpose of paying real property taxes, based upon a qualified Senior citizen with low income and landowners who are disabled with low income based on a sliding scale of between Nineteen Thousand Dollars ($19,000.00) and Twenty Four Thousand Nine Hundred Ninety Nine Dollars. ($24,999.00).

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the sliding scale exemptions will be as follows: 
Maximum Income Limit up to $19,000.00 = 50%
$19,000.01 - $19,999.99 = 45%
$20,000.00 - $20,999.99 = 40%
$21,000.00 - $21,999.99 = 35%
$22,000.00 - $22,999.99 = 30%
$23,000.00 - $23,999.99 = 25%
$24,000.00 - $24,999.00 = 20%

A motion to adopt this resolution was offered from Councilperson, James Lawrence and seconded by Councilperson, Thomas Soule.  Motion Carried.

RESOLUTION #15

TOWN OF ASHLAND

TOWN BOARD RESOLUTION OF 2010

APRIL 12, 2010

At the Town Board meeting on April 12, 2010, Councilman, Richard E. Tompkins
offered the following resolution and moved its adoption.

To authorize the Town Supervisor to use the sum of $63,895.00 dollars from the Highway Fund Unappropriated Fund Balance to balance accounts in the Highway Fund as per Highway Fund Resolution # 2 of 2010

In order to adjust the General Budget, the Town Board has increased revenues in the Appropriated Fund Balance Account, and also increased the Appropriation Account for the expense in the amount mentioned above.

A motion to adopt this resolution was made by Councilman, Thomas Soule and seconded by Councilman, James Lawence.  Motion Carried.

CPA CONTRACT
MOTION-A motion was made by Councilman Thomas Soule to accept the contract with CPA’s Sickler-Torchia-Allen and Chruchill in the amount of $2,750.00, seconded by Councilman James Lawrence, motion was:

MINEKILL SWIM PROGRAM
Donna Tompkins sent a letter to the board inquiring about Minekill State park being open this summer for swim lessons?  Board will contact her to let her know that as far as we know right now the park is going to be open for swimming.

NEW AMBULANCE PERSONNEL
MOTION- A motion was made by Councilman Thomas Soule to accept Karen Coe as a driver, Alex Dombrowski and Shannon MacDonald as EMTs for the Town of Ashland Ambulance service, seconded by Councilman James Lawrence, motion was:

VRS SALES LTD-NEW AMBULANCE
For the grant money that we will be receiving in the amount of $125,000 we need to get 2 quotes for an ambulance and then they will forward the money.

CONTRACTS FROM YOUNG AND SOMMER
Kevin Young is going to talk to DEP about the property behind the wastewater treatment facility, the board would like it to be used for snowmobiling, biking, walking or horseback riding and Kevin is to get back to us.

TOWN OF ASHLAND CLEAN-UP WEEK
Clean-up week for the town of Ashland will be the same set up as years past, with Diane and Highway Superintendent, Larry Tompkins to decide the date.

COMMENTS FROM THE FLOOR-BRUCE KNOX
Bruce Knox commented on the fact that he has called Assemblyman Pete Lopez and Congressman Scott Murphy and that they have told him there is federal money available for the rebuilding of the municipal building.  Supervisor Richard Tompkins discouraged Mr. Knox from continuing to call them; at such time when the board is with some final decisions the appropriate calls would be made at that time.   A lengthy discussion was had.

Board accepted and Supervisor Richard Tompkins signed the clerk’s monthly report.
